FIPS 140-2 Discontinued — Why You Need a FIPS 140-3 Token
As per CCA guidelines, from 21 September 2026 every new and renewed Class 3 DSC must be downloaded on a FIPS 140-3 Level 3 (L3) certified USB token.
FIPS 140-2 Token (Old)
- No longer sold in the market
- New DSC cannot be downloaded on it
- Renewed DSC cannot be downloaded on it
A DSC already on a 140-2 token keeps working until it expires.

What is a FIPS 140-3 Level 3 (L3) Token?
A DSC USB token is a small hardware device that stores your Digital Signature Certificate and its private key inside a secure chip. The private key never leaves the token, so your signature cannot be copied.
FIPS 140-3 is the new security standard that replaced FIPS 140-2. Level 3 (L3) means strong physical tamper resistance — the level now required for every Class 3 DSC in India. If you are searching for an "L3 token", "140-3 token" or "new DSC token 2026", these are the tokens you need.

Is the FIPS 140-2 token discontinued?
Yes. From 21 September 2026 a new or renewed DSC cannot be downloaded on a FIPS 140-2 token. Only FIPS 140-3 tokens are accepted.
Will my DSC on a 140-2 token stop working?
No. A DSC already downloaded on a 140-2 token stays valid until it expires. You need a 140-3 token only for your next new DSC or renewal.
What is an L3 token?
L3 means FIPS 140-3 Level 3, the security level now required for Class 3 DSC tokens. All tokens on this page are FIPS 140-3 Level 3.
Which token should I buy — HYP2003, ProxKey or mToken?
